The word doesn't exist in English as far as I'm aware. With the -ling ending it looks as if it may be an attempt for to create an English word for the German Piepel. In the Holocaust a the word Piepel was used for boys who were kept by Kapos and SS men for sexual purposes - SS bum-boys, to put it crudely.

How pipelining a processor often provides a substantial improvement in processing speed?

Pipelining a processor provides substantial improvements to processing speeds by making it a straight through device. That means all data goes straight through and there is nothing to slow it down.
