On Jan.29, 1850, Henry Clay submitted to the Senate a Compromise Plan to solve the controversy arisen between North and South about the new territories acquired after the war against Mexico with the Treaty of Guadalupe Hidalgo.
That plan roughly consisted in following points:
- California should have been admitted with his Constitution in which the slavery was forbidden, without split it into two part.
- In the remnant territories they should proceed to the election of local provisional
governments, without either admitting or prohibit slavery, but deferring this issue
to when new States would have formed.
- The Texas excessive territorial claims had to be rejected, provided that that State
already had enough extent to be the largest Union State.
- The Federal Government would have assumed the burden of Texas's enormous
public debt.
- The slave trade in the District of Columbia had to be forbidden.
- A more efficient law for the recovery of fugitive slaves in the North had to be
promulgated.
- The Congress would not have been allowed to interfere in the slave trade in
being between the States.
John Calhoun proposed a sort of union inside the Union, that is a particular
"Status" for the South as a whole, which took into consideration the existence of
two Nations united in perpetuity but not allowed to interfere each other in their
internal politic. A sort of association like that existing between British Dominions.
In fact Calhoun requested only an amendment of the Constitution which would
grant that "Status".
Daniel Webster, moderately but firmly rebuked the attitude of the southern
extremists, practically rejected Calhoun's proposal and adhered to Clay's
Compromise Plan, which was at the end approved and passed.

Money is like water... it will always find a way to get where it needs to go. People can be easily corrupted and will always find a way to buy politicians. There are a few politicians who are incorruptable, a very few.
They felt that they needed the spoils system to attract people to run their political parties
Daniel Webster, a prominent 19th century American statesman, opposed sectionalism and sought to preserve the Union. His famous speeches, such as the "Seventh of March" speech, aimed to promote national unity and prevent the spread of slavery. Although ultimately unsuccessful in preventing the Civil War, Webster's efforts helped to highlight the dangers of sectional divisions in the United States.
It didn't. It just tacitly acknowledged that the efforts at such reform had failed. The few Radical governments still existing in the South were hanging on by their fingernails and would have soon fallen even without the compromise.
The Crittenden Compromise. Lincoln rejected it because it would have allowed some extension of slavery.

Two men who made major contributions to dictionary compilation are Samuel Johnson, who compiled the first comprehensive English dictionary in 1755, and Noah Webster, who produced the first American dictionary in 1828. Both dictionaries had a significant impact on the development and standardization of the English language.
He got the nickname of the Great Compromiser for work in engineering the Missouri Compromise of 1820 and his efforts to effect later compromises to prevent civil war. He was called the Great Pacificator for similar reasons.
