Germany and Italy wanted Fascism to spread and since Francisco Franco was leader of the Falangists (Spanish Fascists) and was trying to spread it.So they basically supplied the Spanish Falangists with weapons and such. After Franco became dictator of Spain, he didn't let Spain join WWII and remained neutral.

Spain was not heavily involved in WWII. The Spanish Civil War from 1936-9, had given rise to a new Nationalist government. Spain was officially non-belligerent, but the government was sympathetic to the Axis powers, providing them with war materials. Individual Spainards and some exiled Republicans contributed to the Allied cause, though.

Spain remained officially neutral in WWII having just finished a devastating civil war. Many people believe that the Spanish government prefered the Axis to the Allies.
