If you're strictly referring to serial killers, Jack the Ripper tops the list, as his body-count is believed to be in the hundreds and he was never discovered.
However, if you're referring to genocidal leaders, Mao Zedong and Joseph Stalin are responsible for the deaths of millions (more than Hitler).

It's complicated because its for historians to work out exact numbers but I worked out if you include all deaths in WW2 then Hitler stands at 70-85 million from WW2 including the Holocaust. Mao Zedong is estimated to be a similar figure (around 78) however numbers for him vary wildly because of politics now and at the time and because of the nature of deaths from a famine. Stalin is much lower with values given not exceeding 60 million. So officially it's a draw between Mao and Hitler, however if one needs to win I would say Mao because while his estimates are a few million lower the inaccuracies are likely to make it higher.
