They realized in the mid 90's that they could simply take over the Russian Government by threating to kill anyone who stood in their way. American President Bush, gave them legitimacy by "Looking into the soul of Vladmir Putin" and announcing he was ok. Russia is still a bad place to be - probably always will be because the people their are bred to like a strong man in charge. Stalin killed a 100 million of them and they worship him.
