Although there were possible infractions in many instances of the terms of strict neutralitry, all of Europe was involved in WWII except Spain, Sweden, Switzerland, Ireland, Portugal, Liechtenstein and San Marino can be considered as Neutral or Non-belligerants. Spain maintained a very strong relationship with Nazi Germany, Ireland probably gave aid and comfort to the Allies while Sweden and Switzerland played the "neutral game" often profitting from both sides. Neutrality is a tricky game, and the bulk of Europe was involved.
