A relocation centre was an internment camp for 'enemy aliens'. In particular, there was a fear that Japanese Americans might be disloyal in the event of an invasion and those living in states on or near the West Coast were 'relocated' to camps, mainly in the Mid West. In the case of Japanese Americans 'relocation' often included Americans of Japanese origin despite the fact that they were U.S. citizens. It is widely felt they treated badly. Some German and Italian were also relocated and in interned. In the autumn of 1939 all aliens with German citizenship (and this included refugees from Germany and Austria) had to appear before special tribunals. They were only interned if the tribunal decided that they were a danger or if their status was unclear. In June 1940 a number of civilians had been evacuated from France in the final stages of the Dunkirk evacuation. At the time it was rumoured that in the invasion of the Netherlands, Germans disguised as monks and nuns had played a key role. Sections of the popular press in Britain started a campaign to 'lock up all foreigners'. The popular press made no mention of the fact that most of them had already appeared before tribunals. The government gave in to the hysteria, and had all males (aged 16-60) with enemy citizenship interned. (Women were only interned if under actual suspicion). New tribunals were set up and the majority of the prisoners were released within a short space of time. One of the more objectionable aspects of internment was it extended to 'enemy aliens' who had been resident in the country for a long time but hadn't bothered to acquire citizenship. (Until 1949, the procedure was complicated and somewhat expensive). Some poorer Jews, mainly with Austrian citizenship, found themselves interned for the second time, having previously been interned in WW1. British citizens of German, Austrian, Italian (and other Axis) origin were NOT interned. If they were suspected of spying they had to be tried in the normal way.
