first answer:

Japan was desperate for resources. (Apex)

second more correct answer:

Japan's brutal military aggression in China led the United States to impose trade sanctions against Japan in the hope that this would cause the Japanese (Army) leaders to end their barbaric war on China. The conquest of China had become the Japanese Army's reckless obsession for decades. US trade sanctions angered the Japanese Army leaders to the extent that they began thinking of going to war against the United States. These Army leaders who were having difficulty defeating China (a poor, weakened, divided and almost 'third-world power'), now believed that attacking the much more powerful United States would help their situation. They also decided to ally themselves with Hitler's Germany & Mussolini's Italy. The Japanese signed the Tripartite (Axis) Pact on September 27, 1940. Hitler begun urging the Japanese to attack the British & Dutch in Asia as soon as possible, as a way to help him win the war in Europe.

Another significant affect: Japan's war of conquest against China exposed (by photographs & movies) these Japanese as dangerous, brutal and barbaric mass murderers to the free world.

In the end, the Japanese invasion of China in 1937 triggered the Japanese to attack the United States, Britain (& Commonwealth), and the Netherlands in December 1941. The Japanese attack on the US then triggered Hitler & his allies to declare war on the United States a few days later. The addition of the United States to the war in Europe & Asia caused the complete & utter defeat of Germany, Italy, Japan, and the smaller Axis nations in 1945.
