The purpose of the Total War Strategy was to wreck the economy of the Confederacy, and put a quick end to the war. The Union knew it had the advantage in terms of men and money. While northern farms had continued to produce food, the southerners had allowed greed to determine what was grown. As a result, breaking down the railroads in the south, meant that many of the soldiers as well as the civilians were hungry. The Union had also ended the prisoner of war exchange, because they came to realize that the release of prisoners, was allowing the South to go on fighting.

These words of General Sherman spell it all out: We are not only fighting armies but a hostile people and must make old and young, rich and poor feel the hard hand of war, as well as their organized armies. (Letter to Henry W. Halleck dated 24 December 1864) Scorched earth was not a general policy during Sherman's campaign and was reserved for those areas that showed resistance or obstructed his advance. His troops were given full instructions to forage freely but, only Corps commanders could authorize the destruction of homes and private property. Certainly their were abuses of his orders, but, it was a time of war.

Destroying the farms and railroads that supported the armies in the field would end the war quicker than Grant's ponderous war of attrition.

It would also be a punitive measure - a visible warning about the folly of seceding from the USA.

Under Grant's directions, Sheridan was to despoil the rich farmland of the Shenandoah, while Sherman did the same to Georgia and South Carolina, wrecking railroads as they went. This would ruin the Southern economy and starve the Confederate troops in the field, while Grant got on with his war of attrition, simply battering away at Lee till he ran out of men first.
