Radical Republicans proposed the Military Reconstruction Act in 1867. Former Confederate States were divided into districts that were headed by Union generals. These states were required to create new state constitutions and the military assured the registration of freed black males to vote. High ranking Confederates were ordered disenfranchised. All state governments were required to ratify the Fourteenth Amendment.
