Because Germany was broke after (well before and during,too) the war, they were having a hard time paying all of the reparations. France felt that this was unacceptable. So France moved into the German own territory of the Ruhr, which was a large part of what had been left of the German economy as far as income for the state. France seized all control of business and raw materials left in the Ruhr area, collecting the revenue from whatever was useful there. It could have been a league of nations dictation to move into the Ruhr, as in the case of Saarland where the France were allotted all revenue from the coal mining in that area, but I'm not sure if that is the case. Anyway, when Germany starting investing in American bonds (Dawes Plan) and were able to start paying their war debt, France gave the area back to Germany. I just wrote a paper on post- WW1 Germany/ The Weimar Republic.
