Effectively the end of the war, though there were other small Confederate armies in the field, and the Confederacy was not officially wound-up for another month.

Grant's terms were surprisingly lenient - Confederate troops to hand in their weapons, sign the pledge never to take up arms against the USA, and go home peacefully. There would be no hangings, jailings or other persecution.

By any reasonable measure, it was a definitive victory for the Union. (In fact, since it ended with Lee's surrender to Grant, it could even be considered the definitive victory for the Union.)
