Few nations can afford large standing professional armies and in the advent of a major war, a country needs to mobile and put under arms a portion of its civilian population for defense or offense. The office of war mobilization and its equivalent in other countries is designed to fashion civilians to into effective combatants and incorporate them into the existing cadre of the professional army. This is done largely using the Prussian model first introduced after the Napoleonic wars.
