The truth is that the South never really developed a Grand Strategy, certainly not one that allowed for the various armies East and West of the Appalachian Mountains, and West of the Mississippi, to coordinate in any unified or meaningful manner. The closest that can be said is that Davis adopted a Policy of Attrition, hoping to wear down the Union spirit and negotiate a peace. Even with that, there was no articulated Fabian Policy nor any way for the armies to compliment one another or take advantage of each others successes.
