The short answer depends on the Navy. Capital ships generally refer to aircraft carriers, battleships, and battlecruisers. At the beginning of World War 2 in 1939 the following navies had the largest number of capital ships. More ships in all the navies were built later on in the war such as the famous Bismark class or Yamato class battleships.
