Simply because no single political party had sufficient majority to govern on it's own. Just as we have a coalition government at the moment.
Basically, it means when the armed forces of two (or more) countries combine to wage war on a hostile country. One example is when during World War 2, Britain, her commonwealth countries, France, and America formed a coalition to fight Hitler's Nazis Germany (who was allied with Italy).

This depends on the situation. If it is an opposition coalition, often nothing will happen, other than a reorganizing of opposition. If it is a government coalition, often times the government falls, or other coalitions have to be made. Sometimes civil war results.

In 1809, the Fifth Coalition set up by the Austrian Empire and UK. In1812-1814, the Sixth Coalition - set up by Austria, Prussia, UK, Portugal, Sweden, Spain and several German States. In 1815 , the Seventh Coalition - set up by UK, Russia and Prussia.
