The Europe First policy was decided by Great Britain Prime Minister Winston Churchill and US President FDR during the FIRST WASHINGTON CONFERENCE (also known as the Arcadian Conference) on December 22, 1941 thru the weeks of January 1942. The policy was actually SAVE "Britain First", as Britain was the only country remaining in Europe that wasn't occupied or neutral. The USSR was not at the mercy of the U-Boat as the Island Kingdom of Britain was. Even before Pearl Harbor was bombed, President Roosevelt knew he had to save Great Britain, before it fell to Germany.

After Pearl Harbor, the American people wanted to defeat Japan first, as Japan attacked the US...Germany did not! However, Churchill's lobbying efforts paid off, and FDR agreed to defeat Germany first. There was price for that "Germany first" policy however; the US Army, Navy, and Marine Corps received no reinforcements during their fighting in the Philippines, etc. in 1942; thus they had to surrender (the largest US surrenders in US history).

They adopted a policy of INTERVENTION, in Europe in contrast to their policy of isolation in the inter-war period. They intervened to stop the spread of Communism more specifically called CONTAINMENT. They tried to contain Communism in Russia, it slightly failed as it did spread to much of Eastern Europe however it did succeed on Western Europe and Greece. They did this by strengthening European economies with massive loans among other things.
