This is a tricky subject because how do you quantify suffering? I would say the USSR, because some of the atrocities carried-out by the Germans.

Well in general I would have to say its close between Poland and USSR. However I think Poland suffered more because we were invaded in 1939 and both the Germans and the Russians murdered our people. Poland was the only country where ANY aid to a Jew was punishable by not only your own death, but many times they would kill entire families or villages for aiding Jews. However the Russians were treated with just as much cruelty as polish people, the only difference is after World War 2 Poland didn't rejoice in victory as it suffered from the soviert regime which was no better than the nazi regime. percentage wise Poland suffered the most*, losing about 15% of its population. Poland's capital Warsaw, is the most destroyed city in world war 2, it was completely crushed after the soviets refused to help and Hitler ordered the city flattened house to house. The SS murdered the sick, children, elderly, and innocent people as well as Home Army soldiers. Rapes were also part of the atrocities. "What went on was monstrous. The SS seized the director of a printing firm and his pregnant wife. They raped her in front of her husband, ripped out the unborn child with a bayonet, held it up for the father to see and finally killed him." Wanda Gutowska (re: Wola massacre). Two major massacres were carried out during the uprising, the Wola Massacre and the Ochota Massacre. For every German soldier shot by poles the Germans would take 100 civilians, methodically counting and shoot them on the spot.

*Actually this is not entirely accurate; Belarus lost approximately 25% of its population, making it the hardest hit country population wise. It also lost about 90% of its Jewish population.

However the Russians did lose 20 million people compared to Poland losing about 6-7 million. But much of this is because of Stalins murders and because Stalin didn't care for his soldiers. If there was a machine gun nest with 100 Germans, 8000 Russians would charge it with only about 1000 getting through(I don't know if this is an account of an actual event, but it depicts how the Russians fought). Stalin was careless with his people's lives.

Poland and Russia suffered the most no doubt. However destruction, death, and terror wise I would have to say Poland suffered the most. Poles were next on Hitler's list after the Jews.
