This also applied to all states with Nazi puppet regimes, such as Vichy France, Slovakia, Croatia. * Romania, a German ally was very dangerous for Jews. (The Antonescu regime there was rabidly anti-Jewish). Other allies of Germany * Finland, Bulgaria, Italy (while still independent) and Japan did NOT hand over Jews to the Germans. Hungary, while ruled by Admiral Horthy (until March 1944) was antisemitic, but did not hand Jews over to the Germans. However, after Germany installed a puppet regime in Hungary, the Jews were deported. * Safe countries All other countries were safe (or more or less so).

Holland was not free, it was occupied and its Jews deported.

Spain and Portugal were neutral. The British Isles (bar the Channel Islands) were safe from the Holocaust. Malta and Gibraltar were free.
