If youre taking thesame test i am its B. Germany's unrestricted submarine warfare. They were sinking American ships going to Britain even when the ships didn't have war materiel, and it was getting people here angry that we were losing people and money. Germany had agreed to restrict submarine warfare after the Lusitania incident, and the later resumption of the tactic was a major impetus to get involved.

a. No. True, Britain blockaded Germany, but that had nothing substantial to do with the decision to fight.
c. Not a major factor. The fall of the Tzar in February was related, because some said we shouldn't be allied with an anti-democratic regime like the Tzar, but Lenin's rise to power was later. Arguably Russia withdrawing from the war after Lenin took power was related, on a similar train of thought to how the fall of the Tzar helped, but either way it just defeated an argument against involvement, it didn't give a reason to be involved.
d. No. That didn't happen in WW1
