Not till 1865 did he appoint a General-in-Chief - the obvious candidate, Robert E. Lee - but by then it was too late to salvage the war situation.

Of course technically Robert E. Lee was eventually appointed by Davis as General in Chief but that was in early 1865, long overdue, and way too late to make a difference.
