The military draft had been in effect since the end of WWII, in 1945. The draft was kept in effect because of the Cold War. Example: Elvis Presley was drafted into the US Army in 1958, serving as a tank crewman on an M-48 Patton (the same type of tank used in the Vietnam War). Presley served in Europe, with the 1/32 Armor (Tank Battalion), and was honorably discharged in 1960. SEE FILM: "GI Blues", starring Elvis Presley.

Take your pick: Eisenhower '55, Kennedy '61, LBJ '64 or '65...everyone chooses their own starting date. As former President Nixon once stated:

"No event in American history is more mis-understood than the Vietnam War; it was misunderstood then, and it is mis-remembered now."

The draft didn't start during the VN war, it started in WWII and never ended until the end of the VN war.
