Robert Kennedy said, during negotiations with the Russians that the missiles would be removed within a short time after the crisis ended. The Missile Crisis ended on October 28th of 62 and the missiles were quietly taken out of turkey some time after April 24th 1963.

They are not explicit allies. Turkey has ties to Israel, seeing as Israel has an air base there. However, when Israel was committing human rights violations against Palestine, Turkey threatened to no longer allow Israel to have an air base there. All of that being said, Turkey is not opposed or in favor of Palestine. With ties to the EU and the OIC, Turkey ultimately wants to keep things as peaceful as possible by discouraging any non-peaceful acts.
