Beardsly Rummel was a former tax collector in England. He was a Macy's Executive here in America who was hired by our Federal Government to fashion a plan to get the people to accept a plan of taxation on our labor in 1943. He said that we should give amnasty to all who had not paid and to intitute a checking program where Corporations must pay their employees by check. Then deduct the amounts claimed by the Federal Government from their Pay check. They don't get, they don't miss it and the will not complain to much.
