Answer

Sgt. York

This is not correct. Sergeant Alvin York is most recognized, because of the movie "Sergeant York", starring Gary Cooper. In truth, Colonel William J. Donovan of Buffalo NY received every medal the US awarded up to that time (York did not), Donovan received: Medal of Honor, Distinguished Service Cross, Distinguished Service Medal and Purple Heart; as well as numerous foreign awards.

Captain Noel Godfrey Chavasse was the most highly decorated soldier of World War 1. He was one of only three people who received the Victoria Cross twice. He was credited with saving the lives of 20 gravely wounded men and died from injuries gotten while doing so.

If you mean worldwide, it is a bit difficult to answer. American Soldiers Colonel William J. Donovan of Buffalo, NY, USA, received all three medals - Medal of Honor, Distinguished Service Cross, and Distinguished Service Medal, as well as many foreign awards, making him the most decorated US soldier of WWI.
To learn more, look at all Donovan's awards listed in author Anthony Cave Brown's book" "The Last Hero", ISBN 0-394-72305-8.
