The way that this was done was through Propaganda.
They started out using real facts but it soon progressed into usage of things like Germans as monsters and other unrealistic things.
It caused people to be so against Germans that some people would go around killing Germans that lived in the US.
The Committee on Public Information (CPI) created by the US government was first conceived to engage in information dissemination during the war. However, coming from a PI perspective in a modern day communication, new concepts have evolved on public information as a powerful tool to promote public awareness and understanding. This is now premised on the fact that the citizens of the country have the right to know, particularly from the government; hence the word public information. A new premise brings into light the use of public information for the good of the public (public defined as any member or aggrupation of audiences from different walks of life), now being utlized by the private sector to pormote, advocate and market idea anchored on their social responsibility network. For instance, a private company SONY may well get into advbocacy of green technology, part of their advertising and promotion effort or public relations theme on low-emission of rays to safeguard viewing...this is disseminated to the public for their welfare -- hence this may well be referred to as public information which has grown in depth and magnitude. A public service announcement is PI, which is now being resorted even by private industries. I have to admit, all that what government is doing is termed as public information; but not all public information is government; even private sectors do. Going back to the argument what the Committe on Public Information does - i presume this takes the good tradition of information dissemination, both in the interest of both public and private sectors. To say that public information is only government may be a misnomer. Today, a lot of responsible private interests resort to PI to reach out to their various stakeholders. So the Committe performs a complex functions in reaching out to both interests....we can't just leave PI to the propaganda movement, because can do better in information function than just a one-way street.
