Master-at-Arms in the Navy are responsible for discipline and law enforcement. There are no MP's in the Navy; the Army's Military Police Corps are largely responsible for the same thing in the Army.
MA stands for Master At Arms in the US Navy. MA's' are the Navy's version of Military Police
The first 14 Master Chiefs in the Master at Arms rating of the U.S. Navy were selected from a pool of sailors with extensive experience in law enforcement and security roles. This rating was established in 2006, and these individuals were instrumental in shaping the new rating's policies and procedures. They brought a wealth of knowledge and expertise from their backgrounds to enhance the Navy's security and law enforcement capabilities. Their leadership laid the foundation for the ongoing development and professionalism of the Master at Arms community.
January 13th, 1967, GMCM Delbert Black was selected to be the first Senior Enlisted Advisor of the Navy. On April 28th, 1967, the post was renamed to Master Chief Petty Officer of the Navy.

Not sure about male, but I found the first female Signalman was Elizabeth Nelson-Hein of Jasper, Alabama. The U.S. Navy disestablished the rating of Signalman in late 2003, reassigning visual communications duties to the Quartermaster rating. Signalmen were either absorbed into the Quartermaster rating, or allowed to switch to other job fields in the Navy. Many chose the Master-at-Arms rating, which expanded dramatically to meet the needs of the Navy in the War on Terror.
