Spain was a constitutional monarchy during WW1. The king of the time was Alfonso XIII, well known because of his mediation in prisoners exchange and negotiations between belligerent countries in general (Spain was one of the few countries in Europe that was neutral during the whole war).

The prime ministers that served during the war were:

- Eduardo Dato (estrict neutral)

- Álvaro de Figueroa, Count of Romanones (sympathized with the Entente)

- Manuel García Prieto (transitional, had no real say in the issue)
