Since Korea was annexed by Japan in 1910, Emperor Yoshihito was the head of state of Great Japanese Empire. Yoshihito was the father of Hirohito (the Emperor who led Japan into the Second World War and beyond it), and has been known since his death in 1926 as Emperor Taisho-, as he reigned during the Taisho- Era.
In day to day governing, Korea (known at the time as Chosen) was ruled by a Governor-General, a personal representative of the Japanese Emperor. According to Wikipedia, the two Governors-General whose period of office coincided with World War One were Field-Marshal Count Terauchi Masatake 寺内 正毅 (1910-1916) and Field-Marshal Count Yoshimichi Hasegawa 長谷川好道 (1916-1919).
Incidentally, Japan in World War I fought on the side of the Allies against Germany, taking her Micronesian colonies. As one of the "Big Five" winning countries, Japan was a signatory to the Treaty of Versailles - the only Asian nation.
