Castro knew the opposing ideologies of COMMUNIST Soviet Union and CAPITALIST United States, therefore causing a direct problem with the Soviet Union having missiles so close to the US. That's why the Bay of Pigs Invasion occured in the first place. This also occured because of the gaining of power of Fidel Castro and the oppsition of the Cuban people.

You could also say that the leader of the Soviet Union at the time was an important personality. It depends on the depth you are trying to reach.
