Various commanders in the field; the VC took their orders from Hanoi (Ho Chi Minh). Some historians are under the impression that Hanoi, slyly, "spent" the Viet Cong in the TET offensive of '68; thus avoiding any future conflicts between the NVA (North Vietnamese Army) and the VC when victory was finally won. An impression that may be fairly accurate; as the there appeared to be little "policial back-stabbing" when NVA tanks rolled into the capital of South Vietnam in April '75; it was a clean clear victory for the North. There's only room for ONE victor.
