Prior to 1850, an escaped slave was safe once he or she crossed the Ohio River into the North. In 1850, however, we passed the Fugitive Slave Act, which provided rights to slave owners. If they were able to track down their escaped slave, anywhere in the United States, North or South, they had the right to drag them back. This changed things for anyone trying to escape, making Canada the only sancturary within "reasonable" access. Queen Victoria, on the throne in England, had outlawed slavery in her realm long before this. Detroit, Michigan became an important destiination on the Underground Railroad as a result of the Fugitive Slave Act. If you look at a map of the US, imagine that you are going to try to walk from any Southern state to Canada. You will see why Detroit was so attractive. Many many slaves walked to Detroit, with the aid of the Underground Railroad, and escaped to Canada. There is a monument at the Detroit River that memorializes the struggle that these brave people made to achieve freedom. If you cross over the rive to Windsor, Canada, there is a "sister" monument there, too. I tried to cut and paste some photos into this reply, but I don't think I can. It allowed California to join the USA as free soil. But to get this law passed, Congress had to make a big show of appeasing the South by enforcing the Fugitive Slave Act, which was enormously unpopular in the North, arousing new interest in Abolitionism.
As its name suggests, it was in 1850! This was when California was coming up for admission to the USA. It was too big to fit the terms of the Missouri Compromise. That's why they needed a new deal.
