Southern states don't have an especially high concentration of military bases as compared to northern states. However, New England does have many fewer than average for the rest of the country.

There are a couple of reasons for that. New England is pretty densely populated, and military bases do need a lot of room for training and maneuvers. Land prices and the cost of living in general is higher in New England, so the government gets more base for its buck in the south and west. And the soldiers aren't all that well paid; living in a lower cost of living area helps them a lot. Navy bases need to be on the coastline, and New England coastline is especially expensive - even more so when compared to Texas and the Gulf Coast.

The upper mid-west have quite a few, especially Air Force bases.

Military bases need a large amount of land, and need to be situated away from towns and cities due to live-fire training. The northern states were far more populated than the south, and had fewer large spaces available. Tanks, artillery, and crew-served weapons require square miles for training, and such vacant space was unavailable in NJ-NY-CT-DE, etc. Additionally, the southern politicians pursued military bases as a way to bring business and investments to their poor states.
