In 1917, soon after entering the war, civil liberties were attacked by various government institutions both officially and unofficially, mainly targeting immigrants, especially from Germany. Workers with German names lost their jobs, schools refused to teach German, and many popular German goods were renamed and prefixed with "liberty", turning Hamburgers into "liberty Sandwiches" and sauerkraut into "liberty cabbage".

In June 1917 and May 1918 Congress passed the Espionage and Sedition acts. Under these acts, someone could be fined up to $10,000 and sentenced to 20 years in jail for interfering with the war effort, such as obstructing the sale of government bonds, speaking out against the war, or refusing to conform to the military draft in place at the time. These acts very clearly attacked the people's First Amendment rights, limiting their civil liberties.
