Mobilizing the US Military Reserves/National Guard during the COLD WAR was considered a military threat. The Communist Superpowers may be inclined to mobilize their Reserves; then someone may "up the ante" on that move. The Cold War was called the "Cold War" for a reason; it was two or three countries with their fingers on the trigger, just waiting for an excuse to pull it! To fight the Vietnam War under "Cold War" conditions, it had to be fought with a "military draft." 40,000 drafted men a MONTH were "fed to the war machine", after '65.

For the same reason any country that passes a draft law passes one, to enroll enough manpower to have a large enough army to be able to fight a major war than could be had with just volunteers. Most soldiers that fought in the Civil War were in fact volunteers but Congress wanted a more reliable source of manpower than relying upon people to volunteer, as naturally many more agree to fight after a major victory and recruits become scarce after embarrassing defeats (and in the first years of the Civil War the Union had a lot more embarrassing defeats than major victories.)

The Confederacy also passed a draft law but earlier, in 1862. Interestingly (but unsurprisingly for those who know how a capitalist system operates) both the Union and Confederacy allowed the wealthy to exempt themselves from the draft by paying a fee (in the North amounting to $300, unsure what it was in the South) that the average poor/working class person couldn't afford, operating in the same manner as during the Vietnam War when rich kids could get college deferments to avoid the draft while poor kids who couldn't afford college got drafted as cannon fodder. Some things never change. As one can see, the Civil War, like most any other war, was a "rich man's war and a poor man's fight", meaning the burden of the fighting and dying was done by the poor with the rich being the main beneficiaries.

because they did not have enough people to volunteer for it, so our govt started drafting people that were eligible to be drafted, basically they got volunteered.

Governments have instituted the draft to build a large pool of soldiers to fight during total war. The draft usually ends when the crisis passes.
