I'll say the weather was classified in ww2, because they didnt want soldiers spreading rumors among other soldiers about the weather being in advantaged or disadvantaged towards them. Like Germany, Hilter sent all his soldiers to Russia, and they all froze to death. You need to long prepare and classify any useful weather information.
