No, of course not, espeically as 'going to war' involved the likelihood of war with Russia. There is plenty of documentary evidence that shows that the German government and, even more, the German General Staff egged Austria on in July 1914. In support of Austro-Hungary Germany declared war on Russia as the French mobilised to support Russians. 3 August: Germany declares war on France and then 4 August: Britain declares war on Germany.
