On 5 August 1864, Horace Greeley's New York Tribune printed a denunciation of Abraham Lincoln for having vetoed the Wade -Davis B ill. The manifesto condemned the president for usurping Congress's legislative powers by attempting to reconstruct the South by executive orders.
