Yes because a tariff is a tax applied to foreign products which makes them more expensive to buy. If the tariff is high enough, it will be more expensive for the consumer to purchase even if it was cheaper to produce than the US made product.
South Carolina strongly opposed this Tariff! They proceeded to create an ordinance of Nullification, deeming the Tariff and it's preceding tariff unconstitutional and not applying to South Carolina.
Henry Clay hoped that his American System would aid American businesses, encourage people to buy American products and enable the United States to become independent of Europe. The system included tariffs that would make European goods more expensive, thus encouraging people to buy American made products. Next, was the establishment of a national bank to make a single currency that would make trade easier. The system also included a plan to make the road and canals more navigable to improve the marketing of products.

If your asking why America made tariffs, then i think it was that America didn't want a whole lot of foreigners selling things in the U.S. and putting Americans out of their jobs. The tariffs made it so less people from other countries could impact the economy, then also the Americans would have more job opportunities.
People are encouraged to buy products that give them good value for their money. US goods are no longer as well-made as some of the other products on the world market, so many Americans shop elsewhere to get the quality they used to get with US goods. We can encourage Americans to buy US goods by improving out quality and making it worth buying American again. We can also lower the prices on some of the inexpensive goods to encourage people to buy those.
