Thomas Jefferson enforced the Embargo Act.
In the early 1900s, boomtowns often faced significant challenges, including rapid population growth that outpaced infrastructure development, leading to overcrowding and inadequate housing. Law enforcement and public services struggled to keep up, resulting in high crime rates and social unrest. Additionally, boomtowns frequently experienced economic instability, as reliance on a single industry, such as mining or oil, made them vulnerable to market fluctuations and eventual decline. Environmental degradation also occurred due to unregulated resource extraction, impacting local communities and ecosystems.
Vigilantism is what, I believe, the term means. When Daylight Justice (the long arm of the law), fails, Midnight Justice (the citizens), pool/team together to inflict some ''Midnight Justice'' in the ways the long arm of the law cannot.
It would be false to say the Navigation Acts were strictly enforced, as they were not. Americans were against the restrictions and smuggled the products they wanted.
