The delegates decided that they wanted a legislature where every state has an equal number of votes, namely the Senate. They also wanted one where votes are proportional to population, namely the House of Representatives.
The number of representatives from each state is not set on a fix count. The total number of representatives should only be 435. With this, census will be conducted to check the total number of population for them to decide the number of representative needed.

The number of representative in the U.S. House of Representatives is fixed at 435. Every 10 years the U.S. Census Bureau takes a census of the population in each state. The 435 representatives in the U.S. House of Representatives is then reapportioned among the 50 states based on the population in each state.
