The Northeast Ordinance of 1787 allowed for the creation of the Northwest Territory. Slavery in the Northwest Territory was forbidden, and a new border line used Ohio to divide between free and slave states. This separation of land began a national competition between the North and the South.
Tariffs divided the country since the founding of the United States of America. Northern states had factories which wanted protection from foreign goods. Southern states had cotton and tobacco that they wanted to sell to Europe which paid them higher prices.
The north had factories, and had a more urban lifestyle. The south, however, had a more agricultural lifestyle, and depended on slavery.

concerns in bridging the digital divide is the need for becoming information literate in terms of reading, writing, and applying skills when using computers. This is especially true in lower socioeconomic areas of the United States and in third world.
