Electors cast their votes for a President and cast a vote for a Vice President. On Tuesday fter the first Monday in November, the general presidential election is held and the people vote. On Monday after the second Wednesday in December, the electors meet in their state (the electors of the party winning the popular vote in each state) and cast their vote for President and VP and send their results to the Congress. On January 6 the ballots are counted by Congress. The President of the Senate announces the winners. On January 20 the candidate receiving a majority (270 or more) of the electoral vote becomes Presdent.
The people who are in the House of Representatives are elected by the people, therefore spending bill must originate there. This law is part of the Constitution and found in Article 1, Section 7.
