Isolationism is a policy of not being involved in world affairs. This means a country does not bother itself with worrying about the welfare of other countries.
Foreign policy is the events that happened between other countries while domestic policy are the events that occurred within your own country during a Presidency.
The Platt Amendment (1901) gave the United States significant control over Cuba's constitution and governance. It allowed the U.S. to intervene in Cuban affairs and required Cuba to lease land for U.S. military bases, notably Guantanamo Bay. The amendment was a key aspect of U.S. influence in the Caribbean following the Spanish-American War.
To protect the independence of American states, the US would, if necessary, exercise its power as the policeman of the Western Hemisphere. In other words, Europe was to keep out of the affairs of South and North America, but the US would act, using military force if necessary, and intervene in nations south of our border if necessary to protect our interests.

The Roosevelt Corollary was an addition to the Monroe Doctrine. It stated that no European countries were allowed to intervene in Latin American affairs. The only way that the U.S was allowed to become involved was if the affairs or European countries was threatened. The United States could exercise police power in Latin America. The United States was the only country allowed to interfere with Latin American countries.
Enforcing the Monroe Doctrine carried the risk of war or military action against any foreign power that might wish to contest it. To do that required a confidence in ones military power and that fact that European countries did not choose fight it showed a new world respect for the US.. Later the doctrine was used to intervene in internal affairs of American nation which also required international power.
