The reason for the attack on the US warship was because the ship's captain refused to allow boarding of it from the British warship. For years, the British had resorted to impressment to man their fleet. As an example, the British would board, with a warship an American cargo ship. Anyone they believed had British roots was taken off the ship and forced into the British navy.The new attack on the USS Chesapeake was the final insult and President Thomas Jefferson could have called the US Congress to declare war with England.Jefferson avoided a war by not asking for one and resorted to an embargo on British products.

Unlike Alexander Hamilton, President Thomas Jefferson was not, in general, an advocate of presidential actions in foreign affairs without the consent of Congress. Jefferson did believe, however, that in an emergency, a president could act alone. This was evident in the case where a British ship attacked the US ship the Chesapeake in 1807. In this case, Jefferson spent unappropriated funds to obtain munitions for US Navy ships.

When the Anglo-French war resumed in 1803, America was caught in between the two nations. They obviously wanted to trade with both sides and make profit. Then came the Chesapeake Incident in June of 1807. The Leopard (British ship) ordered a U.S. frigate (war ship) to let them search the ship. The commander of the Chesapeake refused, and the Leopard open fired, killing three Americans. US citizens wanted a war with Britain, but Jefferson believed that the country wasn't prepared and international law should settle issues between the U.S. and Britain. Hope this somewhat helps :)
