The annexation of Texas was delayed by the Civil War in the United States. The annexation of Texas as a state did not occur until after the Civil War ended and the soldiers could concentrate on chasing the Spaniards out of Texas Territory.

Depending on how you look at this question, I think it could go either way. At first I thought it was A. because the Mexican war for independence took up time and that would delay annexation of Texas, but after the capture it took nine years to complete the deal. Then when you think about the British and French getting involved, that could also be the answer if you think about how their recognizing Texas as free caused controversy about whether the U.S. Pres. should push the annexation through Congress or not.
