After the surrender of Fort Sumter to the Confederates, Abraham Lincoln ordered his troops to return to their northern posts. He also sent ships by sea during the firing on Fort Sumter to be ready for a battle with the South.
Lincoln called for 75,000 volunteer soldiers to suppress the "insurrection" immediately after Fort Sumter. A quota of a specific number from each state was requested. This forced the states of the upper south to decide if they would help make war on other southern states, or leave the Union and join the new southern nation. Four states of the upper south did secede in response to Lincoln's call for volunteers: Virginia, North Carolina, Tennessee and Arkansas. Maryland also tried to secede but failed when Lincoln had Maryland's governor and legislators imprisoned and replaced with Union men, and suspended the right of habeus corpus. Delaware did not try to secede after witnessing what happened to Maryland. Missouri tried to secede but was thwarted by US officers on the scene, assisted by German immigrants formed into loyal militia units. Kentucky, though pro-southern, proclaimed "neutrality".
