I don't know if this helps any but the document to allow the selection of senators was first part of the constitution. the constitution "originally" gave each state the power of selecting there own senators it was later changed in the 17 amendment which allowed the "people" to vote for here senators to serve for 6 years with only one term due to the 6 year term.
