There was wide spread corruption in the 19th century politics.... bribery was very common, buying seats in political offices, buying votes, extremely shady business deals regarding the railroad businesses, etc.

Rockefeller's Standard Oil Trust, for example, manipulated railroad rates to drive other refiners out of business, while pocketing secret rebates.
