Along this humanitarian lines comes the argument that since the government has a compelling interest into making those services regulated or nationalized. The second argument is related in that natural resources such as water, oil, and gas are seen by some as being national resources. Under this reasoning the state has an interest in apportioning and redistributing this wealth towards ensuring access to critical services and utilities. A further part of this argument is that the state may also build and manage the energy and water infrastructure furthering their interest into ownership.
